To make the lace flags: Cut a piece of tissue paper into
rectangles 13cmx18cm. Place a piece of card on either side of the
tissue, leaving around a third of the paper still visible (this
will stop it from tearing during the next step). Using a decorative
punch, punch your design into the bottom of the tissue paper.
Attach ribbon to the non-punched side using tape. Repeat.
